Through the Mayor’s Office ReCAST grant, Sgt. Howard creates programs to address stress and trauma among citizens of all ages (youth to seniors) and of all walks of life (including the homeless) in East Baton Rouge Parish and surrounding areas.

He crosses the parish to positively motivate citizens by interacting and speaking to them regarding dealing with stress and trauma and addition to connecting them to resources relative to situations they may be dealing with.  Sgt. Howard uses athletics (BRPD Summer Youth Camps), other activities (bingo games, free haircuts) and education to engage the community with law enforcement to provide these services.

Ultimately, Sgt. Howard’s goal is to make the city safer for everyone by assisting in motivating citizens, of all walks of life to think positively and make positive decisions.

Chuck Wiley, through his foundation, 99 Wayz 2 Win, partners with USA Football to help bring a great experience to the youth and it's all for free. Wiley was a 1992 Southern Lab graduate who then attended LSU before being picked in the third round in the 1998 NFL Draft by the Carolina Panthers. While Wiley resides in Atlanta, he continuously gives back to his hometown  Baton Rouge.
